Plug in the wireless USB dongle to PC. Click "UPDATE". Wait until the update process is complete. Do not interrupt. Set the controller's connection mode to WIRED and controller mode to PS5 then plug the controller into your PC using the USB Type A to USB Type C cable. Wait until the update process is complete. Do not interrupt.
Your controller will prompt you to update if you hardwire it into your PS5. To make sure your PS5 itself is on the current patch, go into Settings > System > System Software Update and Settings
Windows 10 for me. The blacklist does still work to prevent Steam from seeing the controller in the config menus(and the Hide/Unhide function works in those menus), but the controller won't function at all in games outside of Steam if blacklisted and Steam is running. Games see a controller is connected, but none of the buttons work.

Press the Home Button - bring up mini menu - go to game base icon - press options menu - enter Game Base - go to the settings icon to the far right - go into voice chat - & enable voice chat!
